How do I know if my action is allowed?

This table attempts to create a spectrum. At the lower end, 0, is something that you are automatically allowed to do - entirely flavor based. At the higher end, 10, is something that you only have a chance of doing and where there are specific rules in place - entirely mechanically based.
Of course, some things are entirely possible (11).
Many actions are easy for certain classes of beings, so there is a column describing who attempts the action.
